Dr. Jacqueline Tanti Dougall is President of the International Forum of Travel and Tourism Advocates (IFTTA). She is a partner at Advocates Tanti Dougall & Associates, Malta.
She worked as an International Legal Consultant with UN Tourism (UNWTO), whereby she advised governments and national authorities in Europe, the Middle East (including UAE and Qatar), Africa (Botswana), and Asia (Myanmar) on the reform and drafting of tourism legislation. Her work has included the preparation of master plans, the drafting of comprehensive laws and subsidiary legislation, and the integration of sustainability principles, cultural protection, and tourist rights within national legal frameworks. As an IFTTA Observer, she has also contributed to the development and promotion of the International Code for the Protection of Tourists.
She has also worked with US Aid whereby she drafted the Tourism Legislation for Armenia, which subsequently was approved by Parliament. Dr. Tanti Dougall also worked extensively with the Saudi Heritage Commission on the drafting of the law regarding handicrafts for the Kingdom of Saudi Arabia.
She has published and presented widely on topics related to tourism, safety, sustainability, and traveller protection. She lectures in Travel and Tourism Law at the University of Malta, where she also supervises research in the field, and has held visiting lectureships abroad.
