EU Commission adopts proposals to simplify and improve passenger ship safety rules

The European Commission has adopted a number of legislative proposals to simplify and improve the common rules on safety of ships carrying passengers in EU waters. The update is a response to lessons learnt, including from accidents, and technological developments. It will, among others, allow immediate access of competent authorities to relevant data in case of emergency ensuring that search and rescue operations can be dealt with more effectively.

EU: Commission refers Germany to Court over VAT rules for travel agents

The European Commission has decided to refer Germany to the Court of Justice of the European Union for its failure to properly apply the special value added tax (VAT) scheme for travel agents, as provided for in the VAT Directive (Council Directive 2006/112/EC). The scheme aims to simplify and amend the VAT rules applicable to travel agencies selling travel packages within the EU. It is obligatory for all travel agents to apply the scheme, provided the conditions required in the Directive are met.

European Commission: Member States still need to strengthen enforcement of air passenger rights

The European Commission has published today a review of passenger rights' complaint handling and enforcement in the European air transport sector between 2010 and 2012. The review shows that complaints to national authorities for compensation and assistance have returned to lower levels since the exceptional year 2010 (ash cloud crisis, snow disruptions). Also, airlines get sanctioned in only 1% of the cases as most of the complaints are settled without having to resort to such measures in order to ensure enforcement.

ECJ: the special VAT scheme for travel agents is not limited to sales of travel services to travellers

The European Commission brought a series of infringement proceedings against eight Member States for failure to comply with their obligations under the directive 2006/112/EC on the common system of value added tax. The actions relate to the special scheme for travel agents.

Committee on Transport and Tourism of the European Parliament publishes Draft Report on the Commission's proposal for a new Air Passenger Rights Regulation

On August 26, 2013, the Committee on Transport and Tourism of the European Parliament has published a Draft Report on the proposal for a regulation of the European Parliament and of the Council amending Regulation (EC) No 261/2004 establishing common rules on compensation and assistance to passengers in the event of denied boarding and of cancellation or long delay of flights and Regulation (EC) No 2027/97 on air carrier liability in respect of the carriage of passengers and their baggage by air.

EU-Commission updates Airline Blacklist

On Dec. 4, 2012, the European Commission has adopted the 20th update of the European list of air carriers which are subject to an operating ban or operational restrictions within the European Union, better known as "the EU air safety list". Because of important safety concerns, air carriers certified in Eritrea have been added to the list.
